The titular teenagers are the characters the players assume control of in the game, supported by mysterious Zordon. You play as Batgirl, who, together with Robin, sets out to rescue Commissioner Gordon, kidnapped by the Joker. During the game you visit a brand new location of Seagate Amusement Park, built on an oil platform. This is where you fight Joker's mooks and face new main quests and side quests.

The plot of Yakuza 0 focuses on young Kazuma Kiryu, the series' protagonist, as he began his journey to become a legend in the Japanese underworld.
